Senate Sponsors: KARPIEL-LINK Short description: LIBRARIES-NONRESIDENT CARDS Synopsis of Bill as introduced: Amends the Illinois Local Library Act and the Public Library District Act of 1991. Requires non-residents to apply for a library card at the library located in the school district or township in which the person resides. Provides that a non-resident library card may be used at all libraries within the library's regional library system or program (now, non-resident library cards may be used only at the library issuing the card). Provides that a library is not required to participate in a regional library system or program. Amends the State Mandates Act to require implementation without reimbursement. HOUSE AMENDMENT NO. 1. Deletes everything. Amends the Illinois Local Library Act and the Public Library District Act of 1991. Requires a person residing outside of a public library service area to apply for a non-resident card at the library closest to the person's principal residence. Provides that non-resident library cards may be used at all of the participating public libraries in the regional library system (now, a non-resident card may be used only at the library where the card was issued). Provides that a public library is not required to participate in the non-resident card reciprocal borrowing program of a regional library system. Amends the State Mandates Act to require implementation without reimbursement. FISCAL NOTE (Secretary of State) There is no fiscal impact on the Secretary of State office.
