Short description: 
SCHOLARSHIPS-ALT TEACHER CERT                                              

Synopsis of Bill as introduced:
        Amends  the  Higher  Education  Student  Assistance  Act.   Makes      
   changes in the definition of "qualified student" for the  purposes  of      
   the  Minority Teachers of Illinois scholarship program.  Provides that      
   the Commission shall set a goal to award at least 30% of the  Minority      
   Teachers  of  Illinois  scholarships  in each fiscal year to qualified      
   male minority applicants (rather than  requiring  that  30%  of  these      
   scholarships  be  awarded  to  qualified  male  minority  applicants).      
   Deletes  the provision requiring that the teaching obligation required      
   of recipients of these scholarships be completed at a school at  which      
   no  less  than  30%  of  the  enrolled students are minority students.      
   Provides that the David A. DeBolt Teacher Shortage scholarships may be      
   used to assist applicants seeking alternative  teacher  certification.      
   Provides  that  the State Board of Education shall notify the Illinois      
   Student Assistance Commission as to which disciplines  are  considered      
   teacher  shortage  disciplines.  Provides  that  the  interest rate on      
   repayment on the amount of a scholarship for failure  to  fulfill  the      
   teaching obligation is 5%.  Effective July 1, 2001.
