In the definition of "governmental unit", excepts drainage districts that did not receive or expend moneys during the immediately preceding fiscal year and public housing authorities that submit financial reports to HUD. Allows the Comptroller to decline to audit if the cost would be an unreasonable financial burden on the governmental unit. Effective immediately.
