Provides that in addition to levying a tax to accumulate funds for certain other purposes, a road district may levy taxes to accumulate funds for the purpose of maintaining roads. FISCAL NOTE (Department of Revenue) HB 1926 is solely a local government concern and has no fiscal impact upon State receipts or the Department of Revenue. HOUSE AMENDMENT NO. 1. Further amends the Illinois Highway Code. Provides that a road district's tax levy for acquiring and constructing buildings and roads and for procuring equipment must be approved by referendum if the road district is not subject to the Property Tax Extension Limitation Law of the Property Tax Code (now, the tax levy for those purposes in all road districts must be approved by referendum). Provides that a road district's annual budget and appropriation ordinance must state the amount, purpose, and duration of any accumulation of funds authorized by the provisions concerning tax levies. Adds an immediate effective date. HOUSE AMENDMENT NO. 2. Changes a reference to Section 6-50 of the Illinois Highway Code to Section 6-501 of the Illinois Highway Code.
