Makes changes concerning the waiver or modification of School Code mandates and State Board of Education rules. Requires a copy of the published notice of a public hearing concerning a school district's application for a waiver or modification to be included with the district's waiver or modification request. Requires the Board to disapprove a request under certain circumstances. Changes the dates before which the Board must file reports with the General Assembly. Reduces the period of time an approved waiver or modification from a physical education mandate may remain in effect and adds requirements for renewal of the waiver or modification, with the period of time and requirements for renewal depending on the reason the waiver was requested. Effective immediately. HOUSE AMENDMENT NO. 1. Requires a school district making application for a waiver from or modification to a physical education mandate to provide baseline data in the application to show how well its students are meeting State learning standards in physical development and health. Makes changes to the period of time the wavier or modification may remain in effect and the requirements for renewal of the waiver or modification. FISCAL NOTE (State Board of Education) HB 1927 amends the way that waivers or modifications of law may be provided, particularly with regard to the daily physical education requirement.
