Short description: 
VEHICULAR OFFENSES-PENALTIES                                               

Synopsis of Bill as introduced:
        Amends  the  Illinois  Vehicle  Code.   Creates  the  offense  of      
   vehicular assault, a Class 3 felony,  committed  when  a  person  with      
   intent  to damage property or injure any person or to place any person      
   in reasonable apprehension of bodily  injury  knowingly  drives  in  a      
   manner  likely  to  cause  injury or property damage and endangers the      
   safety of any person.  Creates the offense  of  negligent  driving,  a      
   Class  B  misdemeanor,  committed  when a person carelessly or without      
   exercising due care for the safety of others or of property drives  in      
   a  manner  that  endangers  any  person  or property.  Provides that a      
   second offense of negligent driving is a Class A misdemeanor.   Amends      
   the Criminal Code of 1961.  Provides that reckless homicide is a Class      
   2 (rather than a Class 3) felony.
