Synopsis of Bill as introduced:
Amends the Illinois Public Aid Code. Provides that the
Department of Human Services shall, subject to a specific
appropriation for this purpose, operate a First Year at Home
Demonstration Program to provide funding for one parent of a newborn
infant to stay at home to care for the child during the child's first

   on December 31, 2004.
