Short description: NEWBORN INFANT PROTECTION-NEW Synopsis of Bill as introduced: Creates the Newborn Infant Protection Act and amends the Abused and Neglected Child Reporting Act, the Juvenile Court Act of 1987, and the Criminal Code of 1961. Provides that an emergency medical services provider, without a court order, shall take possession of a child who is 72 hours old or younger if the child is voluntarily delivered to the provider by the child's parent and the parent did not express an intent to return for the child. Requires the provider to notify DCFS that it has taken possession of the child, and requires DCFS to assume the care, control, and custody of the child. Provides that a child shall not be considered abused or neglected for the sole reason that the child's parent delivered the child to an emergency medical services provider in accordance with the Newborn Infant Protection Act. Provides that delivery of a child to an emergency medical services provider in accordance with the Newborn Infant Protection Act is an affirmative defense to a charge of child abandonment or endangering the life or health of a child.
