Short description: 
PLUMBING CONTRACTORS LICENSE                                               

Synopsis of Bill as introduced:
        Amends the Illinois Plumbing  License  Law.    Defines  "plumbing      
   contractor".     Sets  requirements for application for licensure as a      
   plumbing contractor.  Provides that plumbing licenses  expire  on  the      
   last  day  of  April  each  year  and  must be renewed by submitting a      
   written application form, provided by the Department, on or before the      
   first day of May each year.  Requires licensed plumbing contractors to      
   submit an annual licensure fee.   Effective immediately.                    
        HOUSE AMENDMENT NO. 1.                                                 
          Deletes reference to:                                                
          225 ILCS 320/14                                                      
          Adds reference to:                                                   
          225 ILCS 320/29.5                                                    
          225 ILCS 320/30                                                      
        Provides  for  plumbing  contractor   registration   instead   of      
   licensure.    Provides  for  additional  registration  and application      
   requirements.  Adds provisions to the Section concerning  grounds  for      
   discipline.  Adds  plumbing contractors to the list of persons who may      
   be assessed a civil penalty for unlicensed or  unregistered  practice.      
   Provides for registration fees to be set by rule.                           
          FISCAL NOTE, H-AM 4 (Department of Professional Regulation)          
          House Bill 2148, H-am 4, will not have any financial impact on       
          the Department. However, since the Department does not license       
          the plumbing profession, the Department of Public Health should      
          be contacted for fiscal impact information.                          
        HOUSE AMENDMENT NO. 5.                                                 
          Deletes reference to:                                                
          225 ILCS 320/30                                                      
        Deletes  everything  after  the  enacting  clause.   Amends   the      
   Illinois  Plumbing  License  Law.   Provides  for  plumbing contractor      
   registration  instead  of  licensure.      Provides   for   additional      
   registration  and  application  requirements.   Adds provisions to the      
   Section concerning grounds for discipline. Adds  plumbing  contractors      
   to  the  list  of  persons  who  may  be  assessed a civil penalty for      
   unlicensed  or  unregistered  practice.     Exempts  any  entity  that      
   maintains an audited net worth of shareholders'  equity  equal  to  or      
   exceeding $100,000,000.
