Short description: 
RIVERBOAT-EAST ST LOUIS-ALT TA                                             

Synopsis of Bill as introduced:
        Re-enacts the provisions of the East St. Louis  Area  Development      
   Act as the East St. Louis Area Development Act of 2001. Also creates a      
   demonstration  enterprise  zone  in  the East St. Louis area. Provides      
   that the East St. Louis  Area  Development  Authority  shall  exercise      
   authority  over  the  zone  regarding  specified matters. Provides for      
   operation of the zone and for  the  creation  of  an  Enterprise  Zone      
   Assistance Fund. Amends the State Finance Act to create the Enterprise      
   Zone Assistance Fund. Amends the Riverboat Gambling Act by imposing an      
   investment alternative tax of 2.5% of the adjusted gross receipts from      
   wagering on riverboats that dock in East St. Louis. Part or all of the      
   tax may be waived  if  a  licensee  purchases  bonds  or  makes  other      
   investments approved by the Authority; otherwise the tax shall be paid      
   into the Enterprise Zone Assistance Fund. Effective immediately.            
          FISCAL NOTE (Department of Commerce and Community Affairs)           
          HB 2178 has no fiscal impact on the Department.                      
          FISCAL NOTE (Illinois Gaming Board)                                  
          Based on CY 2000 adjusted gross receipts for the E. St. Louis        
          riverboat (Casino Queen), HB 2178 would generate an additional       
          $3.9 million for the Enterprise Zone Assistance Fund. There          
          would be minimal administrative costs to the Gaming Board.
