Short description: 
FOIA-PUB RECORD ACCESS COUNSEL                                             

Synopsis of Bill as introduced:
        Amends the Freedom of Information Act and  the  Attorney  General      
   Act.  Creates  the  Office of Public Records Access Counsel within the      
   Office of the Attorney General.  Empowers the Counsel to  educate  the      
   public and public bodies, and issue advisory opinions, about access to      
   public  records.   Provides  that a person whose appeal of a denial of      
   access to public records has been denied may  request  review  by  the      
   Public  Records Access Counsel.  Provides procedures for such requests      
   and for the Counsel's review and issuance of advisory opinions.  Makes      
   mandatory a court's award of attorney's fees,  costs,  and  reasonable      
   expenses  to  a  person  who  successfully  challenges a public body's      
   denial of access to public records.                                         
        HOUSE AMENDMENT NO. 1.                                                 
        Exempts the General Assembly  from  the  provisions  relating  to      
   review by the Public Records Access Counsel.
