Short description: 
RETAIL SALE OF DOGS AND CATS                                               

Synopsis of Bill as introduced:
        Creates the Retail Sale of Dogs and Cats  Act.   Imposes  various      
   requirements  on  pet  dealers who sell dogs or cats.  Provides that a      
   pet dealer must give the purchaser of a dog or cat a written statement      
   containing certain information about the  animal  purchased.  Requires      
   certain  standards  of  care  for  animals.   Imposes  civil  monetary      
   penalties  on  a  pet  dealer for violations.  Provides remedies for a      
   purchaser if an animal becomes ill or dies.                                 
          FISCAL NOTE (Department of Agriculture)                              
          HB 2417 would impose a cost of $117,000 per year on the Depart-      
          ment to implement. This total reflects the Department's need to      
          hire three full-time animal inspectors to enforce the require-       
          ments of HB 2417.
