CIRCUIT BREAKER-FISCAL YEAR                                                

Synopsis of Bill as introduced:
        Amends the Senior Citizens  and  Disabled  Persons  Property  Tax      
   Relief  and  Pharmaceutical Assistance Act. Changes the $2,000 benefit      
   cap per State fiscal year under the pharmaceutical assistance  program      
   to  a  $2,000 benefit cap per calendar year beginning January 1, 2002.      
   Changes the coverage year for beneficiaries under  the  pharmaceutical      
   assistance  program  from  an  annual renewal based on the application      
   date  of  each  beneficiary  to  a  calendar  coverage  year  for  all      
   beneficiaries beginning January 1, 2002.  Effective immediately.            
        HOUSE AMENDMENT NO. 1.                                                 
          Adds reference to:                                                   
          320 ILCS 25/3.07                from Ch. 67 1/2, par. 403.07         
          320 ILCS 25/4.1 new                                                  
          320 ILCS 25/5                   from Ch. 67 1/2, par. 405            
        Removes  amendatory  language   providing   that   pharmaceutical      
   assistance shall be provided on a calendar year basis.  Provides that,      
   on  and  after January 1, 2002, to enable the Department of Revenue to      
   convert coverage for a pharmaceutical assistance  program  participant      
   to  a fiscal year basis, a card shall be valid for a longer or shorter      
   period than 12 months, depending on the date a timely claim  is  filed      
   and  as  determined  by  the  Department.  Further  amends  the Senior      
   Citizens and Disabled Persons Property Tax Relief  and  Pharmaceutical      
   Assistance  Act.   Provides  that  income  received under the Workers'      
   Compensation Act or the Workers' Occupational Diseases Act is included      
   as income under this Act.  Provides that certain health insurance  and      
   medical benefit providers shall provide information to the Department,      
   or  its  designee,  that is necessary to carry out the purposes of the      
   Act, including, but not limited to, the name, social security  number,      
   address,  date  of  birth,  and coverage of their policyholders, their      
   subscribers,  or  the  beneficiaries  of  their  plans,  benefits,  or      
   services who participate in the programs under this Act.
