Short description: 
MENTALLY ILL DEVELOP DISABLED                                              

Synopsis of Bill as introduced:
        Amends  the  State  Finance  Act.   Creates  the  Mentally   Ill,      
   Developmentally  Disabled, and Substance Abuse Services Matching Fund.      
   Provides for the appropriation of  an  amount  equal  to  10%  of  the      
   aggregate  amount  of certain local government taxes levied for mental      
   health services,  substance  abuse  services,  and  services  for  the      
   developmentally  disabled to the Fund each fiscal year.  Provides that      
   moneys in the Fund may be used by the Department of Human Services  to      
   make  grants  to municipalities, counties, and townships levying those      
   taxes.  Effective January 1, 2002.                                          
        HOUSE AMENDMENT NO. 1.                                                 
        Further amends the State Finance Act.  Provides that in  addition      
   to other moneys, the General Assembly must appropriate an amount equal      
   to  10%  of the aggregate amount of certain county taxes allocated for      
   mental health and developmental disabilities purposes to the  Mentally      
   Ill,  Developmentally  Disabled, and Substance Abuse Services Matching      
   Fund.
