Senate Sponsors: DILLARD Short description: TELECOM LIFELINE SERVICES Synopsis of Bill as introduced: Amends the Public Utilities Act in relation to the provision of lifeline telecommunications services. Requires the Commerce Commission to adopt rules limiting the ability of a carrier to discontinue or block lifeline services. Provides for the Commission and the Departments of Public Aid, Human Services, and Commerce and Community Affairs to work cooperatively to establish a program of automatic enrollment of persons eligible for lifeline telecommunications services. HOUSE AMENDMENT NO. 1. Deletes provisions prohibiting telecommunications carriers from discontinuing service to customers receiving lifeline services. Deletes provisions relating to the blocking of long distance service. Provides that the Commission shall issue rules for the enhanced, rather than automatic, enrollment of consumers eligible for lifeline services.
