Senate Sponsors: WALSH,L Short description: SCHOOL PERSONNEL-LIFE SAVING Synopsis of Bill as introduced: Amends the Critical Health Problems and Comprehensive Health Education Act. Provides that a school board shall require that all teachers and other school personnel acquire, develop, and maintain the knowledge and skills necessary to properly administer life-saving techniques. Allows a school board to use the services of non-governmental entities whose personnel have expertise in life-saving techniques to instruct teachers and other school personnel in these techniques. Amends the State Mandates Act to require implementation without reimbursement. Effective July 1, 2001. FISCAL NOTE (State Board of Education) HB 3137 will have no fiscal impact at the State level. Local costs could be significant, but cannot be quantified at this time. STATE MANDATES NOTE (State Board of Education) Same as SBE fiscal note. HOUSE AMENDMENT NO. 1. Deletes reference to: 30 ILCS 805/8.25 new Provides that school boards shall encourage, rather than require, training in life-saving techniques. Deletes the amendment to the State Mandates Act.
