Provides that a plaintiff may notify a defendant of the commencement of an action and request that the defendant waive service of summons. Provides that, if the defendant fails to comply with a request for waiver, the court shall require the defendant to pay the costs incurred in serving the defendant, except as specified. Provides for the return and filing of waivers and the filing of responsive pleadings. Provides that waiving service does not waive any objection to venue or personal jurisdiction.
