House Sponsors: HOWARD. Short description: DIGITAL DIVIDE-DCCA COMPUTERS Synopsis of Bill as introduced: Creates the State Agency Web Site Act. Provides that each State agency shall include a privacy policy on the agency's web site. Sets forth contents of the privacy policy. Provides that conspicuous hyperlinks to the privacy policy shall be located on the web site's home page and on other locations on the web site where personal information is collected or tracking technology is used. Provides that a State agency may not gather data from users on the agency's web site unless it demonstrates a compelling need to do so and that the compelling need, if any, shall be identified as such and stated as part of the privacy policy. Amends the State Finance Act and the Eliminate the Digital Divide Law. Requires the Department of Commerce and Community Affairs to provide computers to persons who lack computer skills and who reside with a student eligible to receive free school lunches. Requires the Department of Central Management Services to create and maintain a website where the recipients may train in computer use. Requires the Department of Commerce and Community Affairs to track and assess recipients' progress and to report to the Governor and the General Assembly after 3 years. Creates the necessary special fund within the State treasury. Creates the Governor-appointed Eliminate the Digital Divide Board to (i) oversee the programs of the Eliminate the Digital Divide Law, (ii) assist the Department of Central Management Services in the creation of the website, and (iii) report annually to the Governor and General Assembly. Some provisions are effective immediately. FISCAL NOTE (Department of Corrections) There would be no fiscal impact or impact on the corrections population.
