SENATE AMENDMENT NO. 3. Provides that the allowance of prayer be consistent with the Free Exercise and Establishment Clauses of the United States and Illinois Constitutions (instead of the constitutional principle of freedom of religion and the Supreme Court rulings on the separation of church and State).
