In designing a telecommunications facility, provides that a carrier shall, at a minimum, abide by (now, "shall consider") certain mandatory guidelines (now "discretionary guidelines"). Deletes certain provisions concerning setbacks, multiple structures, minimum lot sizes, review of permits, and other matters. Makes other changes. Effective immediately.
