Provides that a county board may license, regulate, or prohibit any business that is located in an unincorporated area of the county and that permits the consumption of alcoholic liquor on the business premises. Amends the Illinois Municipal Code. Provides that the corporate authorities of each municipality may license, regulate, or prohibit businesses that permit the consumption of alcoholic liquor on the business premises. Effective immediately. HOUSE AMENDMENT NO. 1. Removes the authorization for county boards or municipalities to prohibit businesses that allow the consumption of alcoholic liquor on the premises. HOUSE AMENDMENT NO. 2. Provides that county boards may license or regulate businesses that are located in an unincorporated area of the county and that permit the consumption of alcoholic liquor on the business premises only if the businesses are not regulated under the Liquor Control Act or 1934. Provides that municipalities may license, regulate, or prohibit businesses that permit the consumption of alcoholic liquor on the business premises only if they are not licensed under the Liquor Control Act of 1934. HOUSE AMENDMENT NO. 3. Provides that county boards may license or regulate a business operating as a public accommodation (instead of just "business") that permits the consumption of alcoholic liquor on the premises. Provides that municipalities may may license, regulate, or prohibit businesses operating as a public accommodation (instead of just "business") that permit the consumption of alcoholic liquor on the premises. Defines "public accommodation".
