Provides that a person may not engage in the removal, enclosure, or encapsulation of asbestos containing material for a school unless the person is an asbestos abatement contractor on the Department of Public Health's list of asbestos abatement contractors or the person works for such a contractor. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
