Short description: 
MOTOR FUEL TAX-ICC-RR SAFETY                                               

Synopsis of Bill as introduced:
        Amends the Motor Fuel Tax Law.   Provides  for  expiration  after      
   fiscal  year  2002  of  language  providing  that specified amounts of      
   moneys in the Grade Crossing Protection Fund shall be  transferred  to      
   the  Transportation  Regulatory  Fund  and  used  to  pay  the cost of      
   administration of the Illinois Commerce Commission's  railroad  safety      
   program.  Effective immediately.                                            
          FISCAL NOTE (Illinois Commerce Commission)                           
          HB 4216 will result in a $2.25 million decrease in funding to        
          ICC. This money is currently used to fund costs associated with      
          the railroad safety program. The nearly 75% cut in funding           
          would result in significant reductions in staff involved in the      
          field inspection of rail crossing signals, track, rail hazar-        
          dous material shipments, and railroad company operating prac-        
          tices, as well as eliminating staff engaged in engineering           
          review and approval required by law for grade crossing safety        
          improvement projects.
