Short description: 
DRUG CLEANSER-PROHIBITS                                                    

Synopsis of Bill as introduced:
        Amends the Illinois  Vehicle  Code  and  the  Drug  Paraphernalia      
   Control  Act.  Prohibits  the sale, offer for sale, gift, exchange, or      
   delivery by a retail establishment of a drug cleanser.  Prohibits  the      
   possession  and  use of drug cleansers. Defines a "drug cleanser" as a      
   product that masks, dilutes, or substitutes hair or any  bodily  fluid      
   to  enable  a  user to produce a false negative result on a drug test.      
   Provides that the driver's license of a person who is convicted of the      
   possession or use of a drug cleanser shall be suspended for  a  period      
   of  12  months  from  the  date of sentencing.  Effective September 1,      
   2002.                                                                       
          CORRECTIONAL NOTE (Department of Corrections)                        
          There would be no fiscal impact or impact on the corrections         
          population from HB 4266.
