Requires the Auditor General to audit a school district (i) in a county of at least 3,000,000 population and outside of a municipality with a population of 500,000 or more, (ii) with at least 3 learning centers with a combined enrollment of at least 7,500, and (iii) with at least 70 square miles of territory. Effective immediately. FISCAL NOTE (Office of the Auditor General) Given the uncertainties regarding the scope of HB 4328, costs in relation to 5 staff, contractual assistance, and travel could range from $314,800 to $455,720. HOUSE AMENDMENT NO. 1. Provides that the school district the Auditor General is required to audit must have at least 3 learning centers with a combined student enrollment of between 7,000 and 8,000 (now, combined student enrollment of 7,500 or more). Adds as a criterion for being subject to audit that the school district must have had a review of its spending practices for construction or administrative staff or both done pursuant to legislative resolution within the calendar year prior to the effective date of this amendatory Act of the 92nd General Assembly.
