In the Section concerning the Academic Improvement Trust Fund for Community College Foundations, provides that the matching funds shall come from contributions made on or after July 1 of a fiscal year (instead of from contributions made after July 1, 1999) and provides that the contributions must be in excess of the total average annual cash contributions made to the foundation in the prior 3 fiscal years (instead of in the 3 fiscal years before July 1, 1999). Provides that nothing in that Section shall be construed to cause the identity of an anonymous donor to be revealed.
