House Sponsors: DAVIS,MONIQUE. Short description: IDPH-ISBE-LEAD POISONING STUDY Synopsis of Bill as introduced: Amends the Lead Poisoning Prevention Act. Requires the Department of Public Health and the State Board of Education to conduct a study to conclusively establish the direct correlation between Illinois school districts with high levels of lead poisoning and high levels of learning-disabled students. Requires the Department to (1) determine whether the Lead Poisoning Prevention Act in its current form is sufficient to abate the lead poisoning or whether the provisions of the Act should be expanded to accomplish that result and (2) calculate (i) the cost of this abatement to the State versus (ii) the monetary and social benefit of reducing the number of learning-disabled children who require additional education because of their disabilities. Requires completion of the study by January 1, 2003. Effective immediately. FISCAL NOTE (State Board of Education) HB 4440 requires the Department of Public Health (DPH) to use data it already has on children with lead poisoning. It re- quires SBE to provide data it already has on students with learning disabilities to DPH. There may be costs for DPH to correlate the data sets and establish the list and to compare the costs of abatement with the costs of educating children with disabilities. These costs should be minor.
