Short description: TRAINING GRANTS-DCCA Synopsis of Bill as introduced: Amends the Department of Commerce and Community Affairs Law of the Civil Administrative Code of Illinois with respect to training grants for skills in critical demand. Removes permission for the Director of Commerce and Community Affairs to accept applications for training grant funds from the federal Job Training Partnership Act administrative entities or grant recipients. Removes the requirement that job-linked training must offer special skills for career advancement or prepare or lead to jobs with definite career potential and long-term job security in order to be eligible for training grants. Requires that any grants made for training related to new machinery or equipment be limited to any machinery or equipment that is being installed in the workplace. Provides that the Director may make grants for basic or remedial training of employees even if the training is not a condition for sustained employment. Eliminates permission for the Director to make grants for entrepreneurial education and training initiatives for youth learners in cooperation with the Illinois Institute for Entrepreneurial Education. Removes a specific reference to scrap product costs from the training materials that are allowable costs covered by grants. Eliminates permission for the Director to collect charges from system users under federal job-training programs. Authorizes and provides procedures for the Director to establish, operate, and maintain a program to assist Illinois small business in technology and manufacturing training. Eliminates the requirement to provide information to the Illinois Job Training Coordinating Council. Effective immediately.
