Short description: 
GO BOND ACT-REDUCTION-TECH                                                 

Synopsis of Bill as introduced:
        Amends the General Obligation Bond Act  by  reducing  by  $1  the      
   total  amount  of  General Obligation Bonds authorized under this Act.      
   Effective July 1, 2002.                                                     
          STATE DEBT NOTE, ENGROSSED (Economic and Fiscal Commission)          
          This legislation would reduce General Obligation Bond                
          authorization by $1.                                                 
        SENATE AMENDMENT NO. 1.                                                
          Adds reference to:                                                   
          30 ILCS 330/3                                                        
          30 ILCS 330/6                                                        
          30 ILCS 425/2                                                        
          30 ILCS 425/4                                                        
        Deletes everything. Amends the General Obligation Bond Act.            
   Increases the bond authorization for capital facilities for:                
   universities and colleges; correctional purposes; open spaces,              
   recreational and conservation purposes and the protection of land;          
   child care facilities, mental and public health facilities, and             
   facilities for the care of disabled veterans and their spouses; use         
   by the State and State agencies; water resource management projects;        
   grants to local governments for capital facilities; and the Illinois        
   Open Land Trust Program. Increases the bond authorization for grants        
   to school districts for school improvement projects authorized by the       
   School Construction Law. Increases the bond authorization for local         
   government municipal sewage treatment works and solid waste disposal        
   facilities and for deposits into the Water Revolving Fund and the           
   U.S. Environmental Protection Fund. Amends the Build Illinois Bond          
   Act. Increases the bond authorization for: public infrastructure;           
   economic development; and educational, scientific, technical and            
   vocational programs and facilities and the expansion of health and          
   human services. Effective immediately.
