Amends the Crematory Regulation Act. Provides for licensure (instead of registration) of crematory authorities by the Comptroller. Adds information that must be provided in a crematory authority's license application and in its annual report. Provides grounds on which the Comptroller may refuse to issue a license or suspend or revoke a license, and provides for a hearing for the applicant or licensee. Adds criminal penalties for the operation of a cremation service by an untrained person and for the willful or knowing destruction or damaging of human remains or the desecration of human remains; adds a civil penalty for the intentional violation of the Act or a final order of the Comptroller. Authorizes the Comptroller to investigate unlawful practices under the Act and to investigate the actions of any person providing cremation services or holding or claiming to hold a license under the Act.
