VEH CD-VETERAN PLATES-FEES                                                 

Synopsis of Bill as introduced:
        Amends the Illinois Vehicle Code.  Provides that commencing  with      
   the  2003 registration year, the $24 annual motor vehicle registration      
   fee for persons who have claimed and received a grant under the Senior      
   Citizens and Disabled Persons Property Tax Relief  and  Pharmaceutical      
   Assistance  Act  applies  to  the  types  of  special plates issued to      
   veterans or their surviving spouses, parents, or siblings for which  a      
   fee  is  required  displayed  on  passenger  vehicles  (as  well as to      
   standard plates displayed on those vehicles).  Provides  that  persons      
   not  qualified  for  the $24 fee must pay the appropriate (rather than      
   the standard) registration fee for Purple Heart Plates and  for  Pearl      
   Harbor Plates. Effective immediately.                                       
          FISCAL NOTE (Secretary of State)                                     
          The fiscal impact of HB 4937 is estimated at $500,000 lost           
          revenue based upon a possible 10,000 units. Loss to the Road         
          Fund is approximately $128,304.                                      
        HOUSE AMENDMENT NO. 1.

        Deletes everything.  Amends the Illinois Vehicle Code.  Reinserts      
   the provisions of  the  original  bill  with  changes  and  additions.      
   Provides that the $24 fee for the special plates takes effect with the      
   2004  (rather  than  the  2003)  registration year.  Renumbers certain      
   Sections of the Code.

        Amends the Illinois Vehicle  Code  and  the  State  Finance  Act.      
   Provides  for issuance of Professional Sports Teams license plates, at      
   an additional initial charge of $40 and an additional  renewal  charge      
   of  $27.   Provides  that, subject to the permission of the applicable      
   team owner, the plates shall display the logo of  the  Chicago  Bears,      
   the  Chicago  Bulls,  the  Chicago  Black Hawks, the Chicago Cubs, the      
   Chicago White Sox, the St. Louis Rams, or the St. Louis Cardinals,  at      
   the  applicant's  option.  Provides that $15 of the additional initial      
   charge and $2 of the renewal charge shall go to the Secretary of State      
   Special License Plate Fund.  Provides that  $25  of  the  initial  and      
   renewal  charges shall be deposited into the Professional Sports Teams      
   Education Fund.  Creates the Professional Sports Teams Education  Fund      
   as  a special fund in the State Treasury.  Provides that all moneys in      
   the  Professional  Sports  Teams  Education  Fund  shall,  subject  to      
   appropriation by the General Assembly and approval by the Secretary of      
   State, be deposited twice a year into the Common School Fund. Provides      
   that Illinois residents who either are former members of the  Illinois      
   National  Guard  or the United States Armed Forces Reserves or are the      
   surviving spouses of Illinois National Guard members or members of the      
   Armed Forces Reserves who resided in Illinois, are  eligible  for  the      
   special  plates  that may be issued to Illinois National Guard members      
   or to Armed Forces Reserves members who reside in Illinois. Adds those      
   special plates to the list of special plates that may be issued for  a      
   fee  of  $24  to  qualified  persons who have claimed and received the      
   described grant.
