Makes technical changes in a Section concerning the president of a village or incorporated town. SENATE AMENDMENT NO. 1. (Senate recedes June 1, 2002) Deletes reference to: 65 ILCS 5/1-1-2.1 Adds reference to: 65 ILCS 5/8-11-1.2 from Ch. 24, par. 8-11-1.2 Deletes everything. Amends the Illinois Municipal Code regarding the Municipal Retailer's Occupation Tax. Provides that "public infrastructure" means public school buildings if the voters of a municipality approved a referendum on March 19, 2002 allowing revenue received from the Municipal Retailer's Occupation Tax to be dedicated to the annual debt service of bonds issued for the construction of a new high school. Effective immediately. SENATE AMENDMENT NO. 2. (Senate recedes June 1, 2002) Provides that "Public infrastructure" means public school build- ings if the voters of a municipality approved a referendum on March 19, 2002 allowing revenue received from the Non-Home Rule Municipal Retailer's Occupation Tax (instead of the Municipal Retailer's Occupa- tion Tax) to be dedicated to the annual debt service of bonds issued for the construction of a new high school. SENATE AMENDMENT NO. 3. (Senate recedes June 1, 2002) Adds reference to: 65 ILCS 5/8-11-1.1 65 ILCS 5/8-11-1.3 65 ILCS 5/8-11-1.4 65 ILCS 5/8-11-1.5 Deletes everything. Amend the Illinois Municipal Code. Provides that, beginning November 1, 2002, if an ordinance or resolution con- cerning certain taxes is adopted on or before April 1, the Department of Revenue shall administer and enforce it beginning the following July 1, and if the ordinance or resolution is adopted on or before October 1, the Department of Revenue shall administer and enforce it beginning the following January 1. Provides that, for purposes of referenda authorizing the imposition of certain taxes by the City of DuQuoin that are approved in November, 2002, public infrastructure in- cludes public schools. Provides for a form for a proposition for the purpose of imposing certain taxes. CONFERENCE COMMITTEE REPORT NO. 1. Recommends that the Senate recede from Senate Amendments Nos. 1, 2, and 3. Recommends that the bill be amended as follows: Deletes reference to: 65 ILCS 5/8-11-1.1 65 ILCS 5/8-11-1.3 65 ILCS 5/8-11-1.4 65 ILCS 5/8-11-1.5 Deletes everything after the enacting clause. Amends the Illinois Municipal Code. Provides that, for purposes of referenda authorizing the imposition of taxes by the City of DuQuoin under the non-home rule municipal retailers' occupation tax, the non-home rule municipal service occupation tax, and the non-home rule municipal use tax that are approved in November, 2002, "public infrastructure" shall also include public schools.
