SCH CD-CON PRO DEV SCHOLARSHIP                                             

Synopsis of Bill as introduced:
        Amends the School  Code.   Creates  the  Continuing  Professional      
   Development   Scholarship   Program.   Requires  the  State  Board  of      
   Education to implement and administer the program, which shall provide      
   scholarships to  applicants  who  are  holders  of  Standard  Teaching      
   Certificates,  are  seeking  certificate  renewal, and are planning to      
   take coursework from a regionally accredited institution as part of an      
   approved certificate renewal plan.  Provides that a scholarship holder      
   may receive scholarship assistance to cover the actual tuition  charge      
   for  the coursework that the person is enrolled to take as part of his      
   or her certificate renewal plan, with limitations.   Provides  that  a      
   scholarship holder may reapply for another scholarship within a 5-year      
   period.  Effective July 1, 2002.                                            
          FISCAL NOTE (State Board of Education)                               
          Approximately 50,000 to 60,000 teachers renew their certifi-         
          cates each year. Depending on the assumptions, this could cost       
          anywhere from $1 million to $30 million. The high-end assump-        
          tion would be that each of the 60,000 would take coursework          
          equal to $500. The low-end assumption would be that only 1/3         
          of the 50,000 would take only one hour of classwork at an            
          actual community college cost of $50 (community colleges range       
          from $39 to $68 per credit hour).
