Provides that the Community and Residential Services Authority shall have 4 (instead of 3) representatives of the Department of Human Services, and specifies from which Divisions and Offices these members must come from. Removes the member representing the Department of Public Health. Provides that the Authority's power and duty to recommend policy statements and provide information regarding effective programs for delivery of services in public or private situations to individuals with a behavior disorder or severe emotional disturbance applies only to individuals under 22 years of age. Provides that the Authority's power and duty to develop a master plan for individuals with a behavior disorder or severe emotional disturbance applies only to individuals under 22 years of age.
