Provides that nothing in the Act shall be construed to apply to a vehicle auctioneer licensed by the Secretary of State or to the auction firm engaged in auctioning vehicles. Effective immediately. HOUSE AMENDMENT NO. 1. Deletes amendatory changes and amends the Auction License Act to provide that an auction license is not required for auctions conducted by an agent of the federal, State, or local government. Provides that the Act does not apply to a licensed new or used vehicle dealer's employee conducting an auction not open to the public when the only buyers are new or used vehicle dealers licensed in Illinois or another jurisdiction. Effective immediately. HOUSE AMENDMENT NO. 2. Deletes amendatory changes and amends the Auction License Act to provide that an auction license is not required for auctions conducted by an agent of the federal, State, or local government. Provides that the Act does not apply to a licensed new or used vehicle dealer's employee or a licensed autioneer's employee conducting an auction not open to the public when the only buyers are new or used vehicle dealers licensed in Illinois or another jurisdiction. Effective immediately. HOUSE AMENDMENT NO. 3. Adds reference to: 225 ILCS 407/10-27 new Further amends the Auction License Act. Adds provisions regulating Internet auction services. Requires the registration with the Office of Banks and Real Estate of entities that provide Internet auction listing services for compensation in Illinois. Establishes criteria and fees for registration. Provides penalties for failure to comply with the new provisions. Effective immediately. SENATE AMENDMENT NO. 1. Further amends the Auction License Act. Provides that the registration of Internet auction listing service entities applies to those entities offering services to be performed in Illinois. Removes the authority of the Office of Banks and Real Estate to take disciplinary action against an Internet auction listing service entity that offers real estate for sale or lease without a broker or salesperson's license issued under the Real Estate License Act of 2000. Adds provisions expanding the exemptions for certain motor vehicle auctions.
