Short description: 
COMMUNITY SRVCS-ACCREDITATION                                              

Synopsis of Bill as introduced:
        Amends  the  Community  Services  Act.   Provides   accreditation      
   requirements  for  providers  of  mental  health  and  substance abuse      
   treatment services. Authorizes the Department  of  Human  Services  to      
   adopt  additional  standards  for  monitoring and licensing accredited      
   programs, services, and facilities that the Department has  determined      
   are not covered by the accreditation standards and processes. Requires      
   proof  of  compliance  with fire and health safety standards. Provides      
   that on and after the effective  date  of  this  amendatory  Act,  the      
   accreditation  requirements apply to contracted organizations that are      
   already accredited. Effective immediately.                                  
        SENATE AMENDMENT NO. 1.                                                
        Requires  the  Department  of  Human  Services  to   accept   the      
   accreditation of certain providers of mental health or substance abuse      
   services  in  lieu  of  the  Department's  onsite review or monitoring      
   requirements "except when the federal or State statutes authorizing  a      
   program, or the federal regulations implementing a program, are to the      
   contrary"  (instead  of  "notwithstanding  any provision of law to the      
   contrary").  Authorizes  the  Department  to  develop  standards  with      
   respect to  the  monitoring  and  licensing  of  accredited  programs,      
   services,  and  facilities.  Provides that the Department reserves the      
   right to monitor a provider  of  mental  health  and  substance  abuse      
   treatment  services  when  the  survey or inspection of an accrediting      
   organization has  established  any  deficiency  in  the  accreditation      
   standards and processes.                                                    
        SENATE AMENDMENT NO. 2.                                                
        In   the   amendatory   provisions    concerning    accreditation      
   requirements  for  providers  of  mental  health  and  substance abuse      
   treatment services, deletes references to accreditation  under  Mental      
   Health  Standards.  Identifies  the organizations referred to as "COA"      
   (Council on Accreditation for Children and Family Services) and "CARF"      
   (the Rehabilitation Accreditation Commission). Makes other changes.
