House Sponsors: KOSEL. Senate Sponsors: RADOGNO-OBAMA Short description: CRIM CD-CHILD SEX OFFENDER Synopsis of Bill as introduced: Amends the Criminal Code of 1961. Provides that a child sex offender may not knowingly reside within 500 feet of the victim of the offense. Permits the child sex offender to reside within 500 feet of the victim if the offender purchased the residence before the effective date of the amendatory Act. Provides that the penalty is a Class 4 felony. FISCAL NOTE (Illinois Department of Corrections) There will be minimal corrections and fiscal impact. CORRECTIONAL NOTE (Illinois Department of Corrections) Same as DOC fiscal note. HOUSE AMENDMENT NO. 1. Provides that the prohibition on a child sex offender residing within 500 feet of the victim of the sex offense does not apply if the victim of the sex offense is 21 years of age or older. SENATE AMENDMENT NO. 1. Makes other changes. Amends the Sex Offender and Child Murderer Community Notification Law. Provides that the sheriff shall disclose sex offender information to the boards of institutions of higher education or other appropriate administrative offices of each non-public institution of higher education located in the county where the sex offender is required to register, resides, or is attending an institution of higher education. Provides that in the City of Chicago, the information shall be disclosed by the Chicago Police Department in relation to sex offenders residing or attending an institution of higher education in the City of Chicago.
