Short description: 
MEDICAID-NURSG HOME-INSPECTION                                             

Synopsis of Bill as introduced:
        Amends the Illinois Public Aid  Code.  Provides  that  under  the      
   Medicaid  program,  with  respect  to  facilities  licensed  under the      
   Nursing Home Care Act, the Department of Public Aid may  not  initiate      
   or  reinstate  inspections  of  care  before  July  1, 2004. Effective      
   immediately.                                                                
        HOUSE AMENDMENT NO. 1.                                                 
        Provides that the Section concerning the inspections  of  nursing      
   home  care  does  not  prohibit  a  facility  from  requesting nor the      
   Department of Public Aid from conducting interim inspections  of  care      
   if  the  facility  meets the requirements outlined in the Department's      
   rules in effect on November 15, 2001.                                       
          FISCAL NOTE (Illinois Department of Public Aid)                      
          The Department estimates that evaluating the services delivered      
          to Medicaid clients in long term care facilities could decrease      
          expenditures in the Medical Assistance Program by $17.5 million      
          annually; administrative costs to the Department may cost up to      
          $1 million annually. The Department is preparing to conduct          
          IOCs as a component of the Governor's actions for balancing the      
          budget.
