Senate Sponsors: OBAMA Short description: BUDGET PERFORMANCE MEASURES Synopsis of Bill as introduced: Amends the State Budget Law of the Civil Administrative Code of Illinois, the Bureau of the Budget Act, and the Illinois Economic and Fiscal Commission Act. Requires the Bureau of the Budget and the Economic and Fiscal Commission to develop program objectives and performance measures for State programs. Requires those program objectives and performance measures to be used in budgets prepared for fiscal years 2007 and thereafter. Effective immediately. HOUSE AMENDMENT NO. 1. Provides that the Illinois Economic and Fiscal Commission shall advise the Bureau of the Budget and State agencies in developing and presenting program objectives and performance measures for State programs, rather than develop program objectives and performance measures. FISCAL NOTE, H-AM 1 (Illinois Economic and Fiscal Commission) HB 5937, as amended by H-am 1, would have no fiscal impact on the Illinois Economic and Fiscal Commission. STATE MANDATES NOTE, H-AM 1 (Illinois Department of Commerce and Community Affairs) In the opinion of DCCA, HB 5937 (H-am 1) does not create a State mandate under the State Mandates Act. FISCAL NOTE (Bureau of the Budget) Because of the ambiguities in the legislation over how such performance measures might be determined and implemented, it is not possible to estimate the amount of effort or cost in- volved in implementing House Bill 5937. HOUSE AMENDMENT NO. 2. Deletes reference to: 25 ILCS 155/5.5 new Adds reference to: 15 ILCS 20/50-5 was 15 ILCS 20/38 15 ILCS 405/6.05 new Replaces everything after the enacting clause. Amends the State Budget Law of the Civil Administrative Code of Illinois, the Bureau of the Budget Act, and the State Comptroller Act. Requires the Bureau of the Budget to develop program objectives and performance measures for State programs and agencies. Provides that the program objectives and performance measures must incorporate specified performance management practices. Requires the program objectives and performance measures to be used in budgets prepared for fiscal years 2007 and thereafter. Provides that the Comptroller shall, in cooperation with the Bureau of the Budget, compile and publish the data developed under the specified performance management practices. Effective immediately.
