Requires the Department of Public Health to use any monetary penalties received for a quality care initiative or nursing home staff education and training. Provides that moneys from assessments be deposited into the Long Term Education Fund (instead of the Long Term Care Monitor/Receiver Fund). Amends the State Finance Act to create the Long Term Care Education Fund. Effective immediately.
