Provides that the Project Success Legislative Oversight Committee is composed in addition to its other members, of 2 members appointed by the Speaker of the House and 2 members appointed by the Minority Leader of the House rather than one member appointed each by the Speaker and Minority Leader of the House and the President and Minor- ity Leader of the Senate.
