Short description: PEN CD-IMRF-HEALTH PLAN Synopsis of Bill as introduced: Amends the Illinois Municipal Retirement Fund (IMRF) Article of the Illinois Pension Code to provide a program of group health benefits for retired employees and their dependents and survivors. Provides for the Fund to defray part of the cost of participation. Requires active employees to contribute 1.0% of earnings toward the cost of the program. Requires employers to contribute 1.25% of payroll. Includes a transitional subsidy program to subsidize the cost of participation of certain annuitants. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately. PENSION NOTE (Pension Laws Commission) SB100 would increase the contribution rates of all IMRF employ- ers by 1.25% of payroll, while the employee contributions would increase by 1% of salary. Based on a 1999 payroll of almost $4 billion, employer contributions would increase by approximately $50 million per year, while member contributions would increase by almost $40 million per year.
