Authorizes the Department of Public Health to make grants to community providers for the purpose of (i) establishing new community health center sites to provide primary health care services to medically underserved populations or areas or (ii) providing primary health care services to the uninsured population of Illinois. Effective immediately. SENATE AMENDMENT NO. 1. Requires a grant recipient to submit a progress report to the Department of Public Health, rather than to the Office of Rural Health within the Department. Provides that the Department may assist each grant recipient in meeting goals and objectives, rather than shall ensure that each recipient is meeting the goals and objectives. Provides for an opportunity for public comment concerning the awarding of grants.
