House Sponsors: COULSON-KLINGLER Short description: GUIDE DOG ACCESS ACT-TRAINERS Synopsis of Bill as introduced: Amends the Guide Dog Access Act and the White Cane Law. Gives trainers of guide, support, hearing, or leader dogs for blind, hearing impaired, or physically disabled persons access to public places of accommodation when accompanied by a guide, support, hearing, or leader dog or a dog that is at least 6 months old that is being trained to be a guide, support, hearing, or leader dog. HOUSE AMENDMENT NO. 1. Adds reference to: 225 ILCS 605/2 from Ch. 8, par. 302 225 ILCS 605/3 from Ch. 8, par. 303 225 ILCS 605/6.6 new Amends the Animal Welfare Act. Defines "dog day care facility". Provides that, beginning January 1, 2002, no person shall operate a dog day care facility without a license issued by the Department of Agriculture. Provides that the owner of a dog must provide a certificate of health and proof of vaccination against distemper, rabies, the parvo virus, and other communicable diseases, parasites, or viruses as specified by rule of the Department. Provides that the owner or operator of the dog day care facility must have knowledge of the animal's disposition, special temperaments, and usual diet. Adds an immediate effective date.
