Provides that the Act does not apply to any claim, demand, cause of action, or action that results in a tobacco settlement agreement. Provides that a lien is not created under the Act for the whole or any part of the amount of any fee that may have been agreed upon by and between an attorney and his or her client with respect to such a claim, demand, cause of action, or action. Provides that a lien does not attach under the Act to any settlement or judgment that is the subject of a tobacco settlement agreement, nor does a lien attach under the Act to any money or property recovered pursuant to such a settlement or judgment. Effective immediately. SENATE AMENDMENT NO. 1. Deletes reference to: 770 ILCS 5/1 Deletes all of the amendatory provisions. Amends the Attorneys Lien Act. Provides that the Act does not create a lien, nor has it ever created a lien, in favor of any attorney representing the State of Illinois in certain matters, and provides, in particular, that the Act did not create a lien in favor of the attorneys representing the State of Illinois in the case of People of the State of Illinois v. Philip Morris et al. (Circuit court of Cook County, No. 96-L13146). Effective immediately.
