Senate Sponsors: BOMKE-SILVERSTEIN AND HALVORSON. Short description: TOBACCO SETTLEMENT-HEALTH CARE Synopsis of Bill as introduced: Creates the Tobacco Settlement Recovery Fund Uses Act. Provides for a comprehensive tobacco use prevention and reduction program, to be administered by the Department of Public Health. Under a separate program, provides for grants from the Department of Public Health to free medical clinics and not-for-profit health clinics. Under a third program, provides for grants from the Department of Public Health to local health departments to achieve local priorities. Provides for a biomedical research program, to be administered by the Illinois Board of Higher Education. Provides for the funding of these programs from the Tobacco Settlement Recovery Fund, and amends the State Finance Act in connection with those provisions. Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois to make a conforming change with respect to grants to free medical clinics. Amends the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act to add coverage of drugs used to treat osteoporosis and to increase the income eligibility limits for grants.
