Authorizes the Commerce Commission to hear complaints regarding fraudulent or misleading practices allegedly committed by telecommunications carriers against their customers. Provides that the Commission may order a telecommunications carrier to refund to the aggrieved customers any amount that the carrier received as a result of the fraudulent or misleading practice. Effective immediately.
