Provides that the Secretary of State may suspend or revoke a vehicle owner's registration, certificate of title, registration plate, or sticker, decal, or device if the owner has not paid a judgment based on violation of rules adopted under the Illinois Motor Carrier Safety Law or the Illinois Hazardous Materials Transportation Act, or if the vehicle was the subject of a fine based on those rules which remains unpaid, or if the vehicle is not in compliance with specified emission requirements. Effective immediately. HOUSE AMENDMENT NO. 1. Deletes the new provisions and reinserts them with changes. Amends the Illinois Vehicle Code. Provides that the Secretary of State may suspend or revoke the registration of a vehicle if the owner has not paid a judgment based on violation of rules adopted under the Illinois Motor Carrier Safety Law or the Illinois Hazardous Materials Transportation Act or if the vehicle is not in compliance with specified emission requirements. It is anticipated that SB 827 will result in collec- tion of these penalties. Additionally, it should limit the num- ber of future cases of protracted non-payment of penalties.
