House Sponsors: KLINGLER Short description: MINORS-PERMANENCY-ADOPTION CON Synopsis of Bill as introduced: Amends the Abused, Neglected or Dependent Minors Article of the Juvenile Court Act of 1987. In provisions listing the permanency goals that the court may set at the permanency hearing, provides that one of the goals is that the minor over age 15 (instead of 12) will be in substitute care pending independence. Amends the Adoption Act. Provides that a consent to an adoption is voidable after one year (rather than void) if the person who consents to the adoption does not file a petition to adopt the child within one year after the consent is signed and the parent files a timely motion to revoke the consent. In cases in which a minor is subject to a petition to be adjudged a dependent, neglected, or abused minor under the Juvenile Court Act of 1987, reduces from one year to 6 months the time period in which a minor or sibling of the minor must have resided with a foster parent who seeks to adopt the minor in order for the parents to execute a consent to the adoption of the child by the foster parents.
