Provides that for the purpose of the Act "State employee" includes a designated person providing services in a Department of Corrections' facility if the Director of Corrections determines that the designation is in the best interest of the State. Provides that the Attorney General may not represent and the State may not indemnify (i) an organization that contracts with the State or (ii) a person employed under the contract in civil proceedings brought by one against the other. Effective immediately.
